Suspect named in Umatilla County shooting
UMATILLA COUNTY SHERIFF'S OFFICE NEWS RELEASE -- The Umatilla County Sheriff’s office with the Assistance of the Major Crimes Team and the District Attorney’s Office, has identified a suspect in the shooting death of Daniel Dechand (25yoa). The shooting occurred just before 1:00pm on Tuesday, February 5, 2014, on Sunshine Lane, northwest of Hermiston. The shooter has been identified as Timothy Allen Kelly, (4-21-91), of Irrigon, Oregon. Kelly’s whereabouts are unknown at this time, but the Umatilla/Morrow County Major Crimes Team with the assistance of numerous law enforcement agencies are continuing to look for him.

The investigation revealed that Kelly was picked up while walking along west Highland Ave. just west of the City of Hermiston, in the 1992 Chevrolet Blazer. Kelly was known to Daniel Dechand. The men then drove through Hermiston and out to Sunshine Lane, where the shooting took place inside the vehicle. It is still not clear why Kelly shot Daniel Dechand, and until we have an opportunity to speak with Kelly, we can only speculate the reasons behind the shooting, said Sheriff Terry Rowan.

The driver of the 1992 Chevrolet Blazer was David Wayne Newton, 07-09-62, of Irrigon. Newton drove Dechand to the Hospital
just after the shooting took place, but Kelly got out of the vehicle and took off on foot near where the shooting occurred.

There is still a lot of evidence to go through, people to talk to, and the Team will continue their efforts to locate Kelly, Sheriff Terry Rowan said.
