Standoff in Kennewick ends after 7 hours
KENNEWICK, Wash. -- A hostage situation and standoff with police resolved in Kennewick after 2 p.m. Friday. Police say Jorge Garcia began the standoff inside an apartment at the 1800 block of W. 21st Avenue near S. Rainier Street about 7:15 a.m. Friday.

There were initially two women being held hostage inside the home. One woman was let go after about two hours, and the second about two hours later. The women were known to Garcia but it is not clear if he lives in the W. 21st. Ave. apartment.

The Tri-Cities Bomb Squad arrived on the scene about lunchtime. This followed hours of negotiation attempts as well as the tossing of flash-bang devices and the deployment of tear gas.

At one point, Garcia stuck his head out of the window and said he couldn't breathe, but he refused to come out.

Neighbors in the area were evacuated Friday morning.

Around 2 p.m., police were able to negotiate Garcia into giving himself up. He surrendered peacefully and was arrested.
