Richland police warn local sex offender likely to reoffend
RICHLAND, Wash. -- Richland police are warning that a local sex offender has been found likely to reoffend.

Officials have upgraded Jeffrey Smith's status to Level III offender, meaning the state considers him at high risk to reoffend.

The change came after police heard reports that Smith continues to show inappropriate behavior and after he became a transient.

Smith was originally labeled a Level I offender, the lowest category, for committing sex crimes against a woman in 2011, while he was serving in the U.S. Army at Fort Knox, Kentucky.

Police upgraded his status to Level II after he moved to Richland and made crude comments at the Horn Rapids Community Pool.
