Police arrest Hermiston man for 24th time
HERMISTON POLICE NEWS RELEASE -- On the 4th of July 2012, at approximately 10:50 PM, Ivan Santoyo, 28 years of age, was placed under arrest for Disorderly Conduct due to his actions displayed over the course of two calls for service to his residence at 645 SE 4th Street #2C in Hermiston.
The initial call came in for loud music. When officers arrived, Mr. Santoyo turned the music down but was extremely belligerent and confrontational. The officers cleared with a warning as Mr. Santoyo was going into his apartment for the remainder of the evening.
A short time later, officers were dispatched back to the residence as Mr. Santoyo was attempting to start a fight with a neighbor. Santoyo remained confrontational with a verbal tirade of racial comments directed at the officers. Officers advised Santoyo he was under arrest for Disorderly Conduct. Santoyo attempted to flee inside his apartment but was apprehended.
As the officers were placing Santoyo into the back of the patrol vehicle, Santoyo spit directly into the face of one officer. Santoyo was processed at the Hermiston Police Department and lodged at the Umatilla County Jail in the dedicated bed for the City of Hermiston on charges of Resisting Arrest, Disorderly Conduct in the Second Degree, Harassment. Mr. Santoyo was also cited for Possession of Less than an Ounce of Marijuana.
This makes the 24th arrest of Mr. Santoyo by the Hermiston Police Department with a total of 52 charges. The Hermiston Police Department has contacted the management of the complex to let them know this is an individual they probably do not want residing on their property.
“Overall, the 4th of July was relatively peaceful. Our agency responded to numerous noise complaints. It is unfortunate Mr. Santoyo did what he did as now we have an officer that must take specific medication for the next week in hopes of not contracting any potential disease from this out of control citizen," said Chief Jason Edmiston.
