RICHLAND, Wash. -- Police arrested a man suspected of boat prowling Saturday morning at the Columbia Park Trail Marina in Richland.
Police said they caught James Higgins, 32, removing electronics in a boat after a someone reported the suspicious activity.
Higgins claimed he owned the boat, but officers said he appeared to be under the influence.
The stolen property was returned to the boat's owners.
Higgins was booked into Benton County Jail on 2 counts of vehicle prowling, making false and misleading statements to police, disorderly conduct, and criminal trespass.
