"Donut Hole" neighbors moving forward on becoming own city
PASCO -- There is growing momentum for the Franklin County "donut hole" to become its own city.

Action News was at a public meeting tonight in Pasco, where nearly 100 neighbors came out to learn more about the process, and how they can move it forward.

They tell KEPR it's a better option than being annexed into the city limits, and they're now preparing a legal petition to submit to Franklin County commissioners. That means the issue could eventually be put on the ballot for donut hole residents to decide their own fate.

They've been fighting annexation for well over a year now. Main sticking points in negotiations include larger lot sizes, ability to have farm animals, and water rights.

Residents say, quite simply, their quality of life will disappear if they become part of Pasco.

The petition should be ready for Commissioners later this summer. Once its submitted, county leaders have 90 days to hold a public hearing.

Neighbors hope to have the issue on the ballot sometime in 2013.
