RICHLAND, Wash. -- A level three sex offender has moved into Richland. Jerry Sharp, 61, is considered highly likely to re-offend. Sharp was convicted of rape, attempted kidnapping and unlawful imprisonment.
Sharp has served his sentence and is not wanted by police at this time. But he is not allowed to visit any Richland parks, schools or the library.
Sharp is 5'7", about 175 pounds with gray hair and green eyes. He registered his home on the 600 block of Catskill Street in Richland.
Richland PD says: "a notification is not intended to increase fear, but rather, it is our belief that an informed public is a safer public.
The Richland Police Department has no legal authority to direct where a sex offender will live. The offender is constitutionally free to live wherever they choose.
Sex offenders have always lived in our community. It was not until the passage of the Community Protection Act of 1990 that Law Enforcement even knew where they were living. Police can now able to share this information with you.
Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement’s ability to do community notifications. We believe the only person who wins if notification ends is the sex offender."
The Sexual Assault Response Center is available 24 hours a day to provide advocacy, information, referrals and crisis management for victims of sexual assault. Their number is: 374-5391.

Big mistake. Â When I went to pick up kids today, BIKERS AGAINST CHILD ABUSE was present in force to guard the premises of Jerry Sharp, registered sex abuser. Â Those people I thought were his friends were OUR friends. Â Apologies to the bikers and a big thank you.
He and some friends were on the corner "waving" as people dropped their kids off for school today. It was appalling to say the least.
I thought these folks were supposed to be kept locked up after their sentence expires...or is it level 10? I trust one of the folks that live in that neighborhood will deal with this issue directly...
I don't understand how a Level 3 sex offender is not allow to visit any of the parks, library or SCHOOLs, but is allowed to live right next to a Elementary SCHOOL. Sacajawea Elementary School is the 600 block of Catskill. I also live on the 600 block of Catskill and knowing most of who lives around me, he would have to be moving in right across the street from the school or the empty house next door to me, which is just 4 houses down from the school. And there is alot of young children that walk home by them self.
