FRANKLIN COUNTY-- People living in an unincorporated area of Pasco say the value of their homes is decreasing because neighbors have littered their property with old vehicles. They call it an eye sore.

"Even though my taxes have went up about 50 percent this year, my house hasn't gone up in value because of this property across the street," said neighbor Roy Hickox. "I wish they would do something to clean it up."

The "mess" wouldn't be allowed in the City of Pasco, but because it's actually in Franklin County's jurisdiction, code enforcers say their hands are tied. Franklin County property owners don't have to comply with the same standards.
