Mary Ann Jennings and Jerry Ray Hill.

RICHLAND, Wash. -- Richland police want to know if either of these two level 3 sex offenders are near a city park, school or the library. They are not currently wanted by police.

RICHLAND POLICE BULLETIN:

Jerry Ray Hill
52 year of age white male, 5'06", 165 lbs., Brn hair, Grn eyes
Address:  1500 block of Kimball St. Richland, WA

Convictions:
Rape of a Child 1st Degree, 9-4-1991 Clark County, WA
Child Molestation, 9-4-1991 Clark County, WA

Hill recently moved to the City of Richland.  He served 11 1/2 years in prison for his crimes and was released in 2002.  Hill completed his community corrections requirements in 2005 and is not currently under supervision by the Department of Corrections.

Hill resides with Mary Ann Jennings (see below), who is also a Level 3 sex offender.  Neither Hill nor Jennings are currently wanted by the police.

Hill has been trespassed from all city parks, schools and their grounds and the library.

The treatment of sexual offenders does not guarantee they will or will not commit another offense.
This information is provided in accordance with RCW 4.24.550.  The Benton County Sheriff's Office and the Richland Police Department has no legal authority to direct where a sex offender may live.  Unless a court ordered restriction exists, the offender is constitutionally free to live wherever he/she chooses.

Citizen abuse of this information to threaten, intimidate, or harass registered sex offenders will not be tolerated.  Such abuse could end our ability to do community notifications.

A community notification meeting will be held at the Richland Police Department on November 1st at 6:00 PM hours for those interested in additional information about sexual offenders.

Unlawful Sexual Penetration, 1st Degree, 2-2-2000, Oregon
Criminal Mistreatment, 1st Degree, 2-2-2000, Oregon
