Convicted Pastor Ordered Back to Court

KENNEWICK -- Despite court orders that he not leave Benton County, a former Kennewick pastor convicted of killing a teenage bicyclist, has been living it up and working in Las Vegas.

A recent court hearing unraveled that Foos was breaking the law.

Foos was a no show at a recent court hearing.

So people started asking questions.

And if you do a little digging, you'll find Randall Foos picked up and made a new life for himself in Vegas.

The problem is, he's not allowed to do that.

And now a judge wants answers.

A judge ordered Foos back in court after prosecutors claimed Foos violated conditions of his release.

Foos signed on as a pastor a couple of years ago in Sin City while he appealed his prison sentence.

That's according to church newsletters.

But court documents dating back to 2006 said Foos "cannot leave the county" and must "keep his address current with his attorney and the court".

Prosecutors said foos never notified the court or asked for approval to move.

The former Kennewick pastor was convicted of vehicular homicide after hitting and killing Sara Casey while she was riding a bicycle on Clearwater.

Medical records revealed that Foos -- a diabetic -- had severe vision problems that would have made him ineligible to drive in the state of Washington.

Action News talked to the Casey family Friday.

Sara's mom, Lori Casey, did not want to go on camera but made this statement:

"Randall Foos' continued refusal to take responsibility for his actions and flagrant disregard for the law has greatly compounded our grief."

Church letters also said Foos has travelled all over the country.

Prosecutors didn't know about that either.

Keep in mind, he lost his driving privileges after his 2006 conviction.

And Action News confirmed Friday, he still does not have a license.

The Casey family is still working to change state laws, pushing for mandatory reporting

Right now, because of doctor-patient confidentiality, it's up to the individual to report if they fail to meet the minimum driving requirements.

Foos and his attorney have one week to show up in court.

The former pastor will be slapped with an arrest warrant if he decides to forgo his court date again.
