Officer-Involved Shooting Kills Elgin Man
OREGON STATE POLICE NEWS RELEASE -- The Union County Major Crimes Team is investigating a fatal officer-involved shooting that resulted in the death of an Elgin man Monday morning at the scene of a reported domestic disturbance. The involved Elgin police officer was not injured and is on paid administrative leave pending the investigation.

On August 1, 2011 at approximately 7:27 a.m., an Elgin Police Department police officer responded to a reported domestic disturbance at 480 S. 8th Street. After arriving at the scene, the lone officer contacted an adult male, identified as RICHARD LEE SHAFER, age 60, holding a rifle. During contact inside the residence, the officer fired at least one round from his handgun striking the man at least once. The man was pronounced deceased at the scene.

The officer's name is withheld at this time.

No other information will be released pending approval from the Union County District Attorney's Office.

The Union County Major Crimes Team is comprised of investigators from Union County Sheriff's Office, Oregon State Police Criminal Investigation Services Division, Wallowa County Sheriff's Office and La Grande Police Department.

The Oregon State Police Forensic Services Division is assisting with the investigation.
