WEST RICHLAND -- It's tough to find an apartment in the Tri-Cities with occupancy rates reaching 98%. Now West Richland is stepping up to the plate to help bring in a new complex. KEPR Action News found out this would be the first new apartment complex in the Tri-Cities in years.

How bad did one developer want to move here? So bad, they moved a whole irrigation pond and paid for it themselves.

Construction crews are finishing the new Kennewick Irrigation District pond to put an apartment complex where the old pond sat off Kennedy and Bombing Range Road.

The complex will have 118 units plus a clubhouse, gazebo and a pool.

"We're pretty excited about it," said West Richland's Associate Planner Aaron Lambert.

Lambert says the apartment complex should turn a quiet corner into a hotspot.

"A lot of commercial developers always tell us we don't have enough traffic counts so we're hoping this will generate interest," said Lambert.

When the Keene roundabout went in, the "Common Grounds" coffee shop owner says they got left out. So she's hoping for a turn-around.

There's so much land out here I'm hopeful this will help pick up business for us," said owner Belinda Duvon.

Little West Richland is doing something the bigger cities haven't, bring in a new apartment complex.

Action News called up the cities. Pasco and Richland city staffers say there are no permits out and no plans in the works for new large apartment complexes.

Kennewick does have an expansion proposal they're looking at for "On The Boulelvard" on Gage Boulevard, for four new buildings to bring in 32 new apartments.

All three cities haven't built anything new in about five years. And we need the space. Apartments are hard to come by with occupancy rates at 98%.

But don't expect to move into West Richland anytime soon, they still need banks to sign off on financing before they can start building.

The new apartment complex will be on the pricier end, rent will run $900 to $1,600 a month.
