PASCO--People aren't just dumping dogs at the Tri-Cities Animal Shelter. They're now going so far as to smuggle them in to drop them off.

It sounds bizarre -- but it's even caught on tape.

In one case, a man looks around, unloads a Chihuahua from his truck, ties it to the fence, and then leaves.

The shelter says it's had six of these cases in the last three weeks.

In another case, not on tape, someone even dug a hole under the fence to shove the animals into a dog run.

Because of problems in the past, the shelter got cameras to catch people and possibly record their license plate numbers.

The recently dumped animals all survived being dumped, but in the past some haven't. That’s in cases when they've been left outside in the cold, especially on days when the shelter isn't even open.
