As of right now it's just a giant hole. Construction started a week ago. The new city hall and library should be done by the end of the year, but for now the project is on hold until they get a new contractor.
"They dug a hole and stopped. That's frustrating for us. But it's moving ahead. They should be doing some cement work next week. We just got to be patient. In another month or so we'll see walls here. It will be good," said Umatilla City Manager Larry Clucas.
The contractor could be fined if the project isn't finished by early December.
