KENNEWICK, Wash. -- Fire crews were called to the parking lot near JC Penney Tuesday morning when several drains had smoke coming out of them.

The mall wasn't evacuated and crews shut down only that section of the parking lot.

Fire crews determined that the fire was set by a transient near one of the culverts.

Smoke was blown into the pipes which then escaped through storm drains.

The fire was contained to one catch basin in the parking lot.
