RICHLAND, Wash. - There has been some concern about safety at Paws-Abilities Place for both people for both people and pets.
Dogs must be five months old to get in, but must be licensed after seven months.
All animals must be up to date on their shots. Owners agree following the rules will help to keep the park open.
Dog owner Candace Briles said, "As a dog owner I want to be able to make sure my dog is vaccinated and can comply with the rules that, you know, the city has. I just want my dog to be able to have fun."
Dogs visiting the area for less than 30 days or service dogs are the only animals the licensing rules don't apply to.

It should be noted that the Licencing requirement is for Richland residents only RMC 7.03.190 so anyone coming from Kennewick and Pasco is not required to have their dogs licensed by the city of Richland.Â
Pasco requires their citizens to licence dogs, but Kennewick has no system for dog licencing and only states that they encourage owners to participate in the Tri-City Animal control voluntary program.
