KENNEWICK, Wash, - It was the first time they got citizens' opinions before making final decisions on the budget.

City surveys were available. Many people said they'd like to see tax dollars spent to fight gang crime.

Neighbors like Carolyn Nelson said, "People should get involved with their government and the way their money's spent. Growing up here I always felt involved, whether the city asked me to or not, I got involved."

Neighbors also addressed concerns about water quality and improving the time for an emergency crew to arrive.
