RICHLAND, Wash. -- It's been almost four years since the hazardous waste facility in Richland burned to the ground. Plans are finally in the works to bring it back.

Benton County is working with Richland to rebuild the facility. They are looking to give the county use of land near the Horn Rapids dump.

The site will operate as it did in the past, giving residents an option to dump waste and recyclables all year round.

A final decision on when to start building has not been reached.
