RICHLAND, Wash. - The first mural added to the Uptown in Richland is complete.

The $5,000 project was paid for by the city's business license fund. It was painted by local artist, David Mullins.

The theme was chosen based on the Academy of Cosmetology's willingness to upkeep the piece for five years.

It pays homage to the goals of the students.

Plans for a second mural are in the works.
